Our objective is to cultivate and foster a generative safety culture in which employees and contractors are comfortable and encouraged to bring safety concerns to the attention of JPATS Safety and management.

No person will be disciplined or penalized for bringing safety issues to our attention.

Safe flight operations are our most important commitment. To ensure this commitment, it is imperative that we have uninhibited reporting of all incidents and occurrences that compromise the safety of our operations.

We ask that each person accept the responsibility to communicate any information that may affect the integrity of flight safety. Employees and contractors must be assured that this communication will never result in reprisal, thus allowing a timely, uninhibited flow of information to occur.

The hope is that incidents that typically would go unreported will be brought to the attention of our Aviation Safety Manager and hence the Aviation Safety Council and Safety Review Board, and should there be some organization or systemic hazards to safety, such risks will be mitigated through this process. Management needs to retain its right for discipline or other similar measures where the conduct relevant to the incident was negligent, reckless or repetitive and this policy cannot apply to criminal, international or regulatory infractions. Please review our Just Culture Process in the JPATS SMS Manual for additional clarification. On-line Safety reports are to be used by all personnel for reporting information concerning any safety concerns. They are designed to protect the identity of the employee who provides information.
